No Accident: CTA shuts down some accident claims

A little-known Illinois law that some say can double the pain of CTA accident victims. At issue here is an old law, written back in 1945 as a way to protect the Chicago Transit Authority from fraudulent lawsuits. Decades later, is that same law now also being used to shield the CTA from paying the claims of legitimate accident victims?
